Governor of Guam, Lou Leon Guerrero speaks to Patti about the Recovery Income Support & Empowerment Act (RISE Act). Though Attorney General of Guam Leevin Camacho has given his opinion on the implementation of the RISE Act as completely legal despite the exclusion of Government of Guam employees and federal workers, Governor Leon Guerrero hopes to fulfill the law through another more equitable program. Further still, Governor Leon Guerrero stresses that she is not refusing to proceed with RISE Act payments, rather she is having her legal team take a closer look at the law to ensure there are no legal ramifications.
