GIAA Deputy Executive Manager comments on Guam Entering PCOR3, with Phill

Deputy Administrator for Guam Economic Development Authority & Deputy Executive Manager for Guam International Airport Authority, Dr. Ricky Hernandez (PhD) gives comment on the declaration of Guam entering PCOR3, which would allow for groups congregating outside to increase from a maximum of twenty-five people to a maximum of fifty people, as well as enable many businesses along with schools to reopen, given that a plan to reopen is submitted tp Department of Public Health & Social Services.
