Executive Director for Guam Election Commission (GEC), Maria Pangelinan speaks to Patti about early voting today at the WestIn Resort Guam in Tumon, beginning at 10:00AM CST and ending 6:00PM CST. Pangelinan goes on to detail voting accommodations for persons with disabilities, to include the Universal Express Vote machine which will allowed Guam’s visually impaired community to vote independently.
